You set the maximum number of players yourself in the panel; the only limits are those of the game itself and the performance of your chosen plan. For example a Cubistart 4GB plan is perfect for 10-20 players in Vanilla, while a Cubiultra 32GB plan can support dozens of players on heavy modpacks.
